The Minnesota PRIMA Board of Directors and your meeting sponsor, MN PRIMA, invite you to join your fellow MN PRIMA members and other attendees for networking and a fabulous lunch.

12:00-1:30 PRESENTATION- 2026 Annual Legislative Update

The 2026 Minnesota Legislature addressed many issues that will have positive and negative impacts on public entities and schools. Join us for our annual Legislative Update to learn what happened. An update concerning what occurred this session will be given, and information will be shared regarding issues pertinent to Risk Management and other Public Entity Professionals.

Representatives from the Minnesota Inter-County Association (MICA), League of Minnesota Cities (LMC), and Minnesota School Board Association (MSBA) will share their experiences.

NOTE: If you have legislative issue(s) or concerns you would like to have visited, please submit these questions or concerns to Joe Austin (austinj@stlouiscountymn.gov) by 3 p.m. Monday, September 07, 2026. We will share your requests with our presenters.

Presenter – Nathan Jesson - MICA

Nathan is the Executive Director of the Minnesota Inter-County Association (MICA), an organization that represents 17 of the largest counties in Minnesota after Hennepin and Ramsey. He primarily covers statewide issues related to taxes, labor, pensions, and general government issues. Prior to joining MICA he worked at the League of Minnesota Cities, Minnesota House of Representatives, and the Department of Revenue. 

Presenter – Anne Finn, Intergovernmental Relations Director - LMC

Anne is the Intergovernmental Relations Director at the League of MN Cities (LMC). Anne has more than 23 years’ experience, has represented the League and its member cities before the state legislature and other levels of government on issues such as public safety, transportation, public pensions, and local decision-making authority.

Presenter – Kimberley Lewis, Government Relations Representative – MSBA

Kimberley joined the Minnesota School Boards Association in 2016 and works in government relations advocating at the Capitol on behalf of all 331 school boards across Minnesota. Prior to her work at MSBA, Kimberley led the advocacy efforts for Robbinsdale Area Schools’ Legislative Action Coalition for four years, bringing together parents and community members to lend a voice to education policy and funding.

Who Should Attend

Anyone and everyone involved with public administration, legal matters, including identifying organizational liability exposures and day to day decision making for their organization, and policy making, including Risk Managers, City Administrators, Emergency Managers, Facilities Managers, Safety personnel, Public Works Directors, Parks and Recreation Directors, Finance & Budget Administrators, and any other interested parties.
